    Google’s published production gate for new personal accounts is continuous opt-in (12 testers × 14 days), but engagement measurement is what separates a clean approval from “keep testing.” Opt-in is necessary; empty installs are not safe.

    Google does not publish a public formula. From Console guidance and common review outcomes, expect scrutiny of whether testers behaved like users.

    Session data

    • Opens after install (not install-only)
    • Whether sessions look real vs accidental taps
    • Return frequency across the 14-day window
    • Interaction with core features (called out in the production-access questionnaire)

    Retention metrics

    • How many opted-in testers stay through day 14
    • Uninstall timing
    • Whether activity collapses after the first days

    Usage patterns

    • Steady participation vs one-day spikes
    • Diversity of devices/accounts (not identical bot farms)
    • Continuity of the ≥12 opted-in headcount

    Applies to personal accounts created after Nov 13, 2023. Organization / D-U-N-S accounts are exempt from that closed-test gate. Google previously required 20 testers; the official minimum is now 12.

    What Constitutes Good Engagement

    Minimum expectations

    • Testers install from the closed track and open the app
    • More than a single token launch for most of the cohort
    • Participation spread across the 14 days, not only day 1
    • Headcount stays ≥12 opted in continuously

    Ideal patterns

    • Most testers open on most days (brief sessions are fine)
    • Feature exploration matching what you describe in the apply form
    • Low uninstall / opt-out rate
    • You can truthfully summarize feedback and changes made

    • Identical behavior across every “tester”
    • Early mass uninstalls
