What Google's 12 testers for 14 days rule really means
Google requires personal developer accounts created after November 13, 2023 to run closed testing with at least 12 opted-in testers for 14 consecutive continuous days before production access. The rule exists to keep low-effort and abusive apps off the public store — not to invent busywork.
